Note: Make sure you have less than 2,000,000,000 Experience boxed otherwise EarthSpirit can't check how much experience you actually have.

Head to Noam Village and speak to EarthSpirit in the Noam Sacred Grounds at (87,0).
Click "Earth Native" and eventually "Yes, make me a Native".

The spirit will take 5,000,000 Gold and 5,000,000 Experience.

You will receive Noes Citizenship.

Noes Citizenship does not count as being a Respected Citizen.
This quest can only be done multiple times.
